NSW:AWU blames strong $A for steel woes

SYDNEY, Aug 22 AAP - As a steelmaker prepares to retrench 1000 workers, the Australian
Workers Union says domestic consumption must be better promoted if Australian manufacturers
are to survive.

Paul Howes, the union's national secretary, says the strength of the Australian dollar
has resulted in a major crisis for the Australian manufacturing sector.

The latest victim, Bluescope Steel, is set to announce the closure of its No. 6 blast
furnace at Port Kembla on the NSW south coast and the Western Port hot strip mill at Hastings,
east of Melbourne.

The closures are expected to put at least 1000 people out of work.

Mr Howes, who will be in Port Kembla on Monday morning, blames the strength of the
Australian dollar for the problems.

QLD:Court refuses to order QR referendum

By Christine Flatley

BRISBANE, Feb 10 AAP - A man has failed in his bid to force the Queensland government
to hold a referendum on an inquiry into its sell-off of QR National.

Bevan Alan Mowen sought an injunction in the Supreme Court in Rockhampton last month
to have the government hold a referendum on whether there should be an inquiry into the
controversial sale.

Mr Mowen told the court his concerns related to public safety and what he perceived
as the failure of the government to consult the people before selling such a significant
public asset.

In a written judgment made available this week, Justice Duncan McMeekin rejected the
application after discovering it contained a number of fundamental flaws.

He found Mr Mowen had incorrectly named the government and as such had not brought
action against any existing entity.

Further, Justice McMeekin ruled he did not have any jurisdiction to order the government
to hold a referendum about such a matter.

He also ruled Mr Mowen was not legally entitled to apply for such an order.

"Mr Mowen is a concerned citizen who seeks to right what he sees as a wrong," Justice
McMeekin said.

"Whilst that might show a commendable interest in the good governance of the state
that, of itself, is insufficient to give him standing to seek an injunction."

QR National was listed on the ASX in November last year.

The public share offer raised $4.6 billion, with the state government retaining a 34
per cent shareholding in the network.

WA:Fraud victims pursue banks

PERTH, Aug 26 AAP - A man who allegedly stole millions of dollars from family investors
after persuading them to put money into his schemes must surrender his passport and arrange
a $150,000 surety.

When Mark Booty, 39, from Rockingham in Perth's south, appeared in Perth Magistrates
Court on Thursday on nine counts of fraud, some of his alleged victims turned up.

It is alleged the finance broker, who called himself Goldfingers, orchestrated a scam
to persuade people to remortgage their properties and put money into his investment scheme
for high returns.

He declared bankruptcy in 2009, owing $6.7 million.

The court ordered him to surrender his Australian passport and arrange $150,000 in bail surety.

Booty's case was remanded until October 7 so he could seek further legal advice.

Outside court, a daughter of one alleged victim called on banks to help people who had lost out.

Brenda Koupatsiaris was in court to represent her mother Ellen Wright and other people
who she says are fraud victims.

She told reporters her mother had lost about $400,000 and was likely to lose her unit,
while other people were losing their homes, life savings and superannuation.

"We need the banks to help us. We need them to come on board and be accountable," she said.

"Not one bank made phone calls to check that any of (the) details were correct."

Ms Koupatsiaris called on other alleged victims to come forward to consider launching
civil action.

Vic: Greens running a Labor candidate by proxy: Costello

By Catherine Best

MELBOURNE, Dec 6 AAP - Greens candidate Clive Hamilton is a proxy runner for the Labor
Party in the seat of Higgins, former treasurer Peter Costello says.

Mr Costello joined Liberals candidate Kelly O'Dwyer on the hustings in his former Melbourne
seat for the by-election on Saturday.

Casting his vote at Malvern Primary School, in safe Liberal heartland, Mr Costello
said the fight for Higgins would be tight.

Ms O'Dwyer is expected to easily win Higgins, which is held by the Liberals by a margin
of 7 per cent.

The Labor Party is not running a candidate.

"We would have preferred the Labor Party to run, the Labor Party wouldn't fight Higgins
so we know that they're using Clive Hamilton as their front candidate ... he's the Labor
candidate in this election," Mr Costello told reporters.

"At the end of the night when you hear the Greens say how much they increased their
vote just remember this, their vote is the Labor vote in this election and Labor is locking
behind Clive Hamilton in this by-election."

Mr Costello described Dr Hamilton, a Canberra academic, as a "blow-in from the ACT",
saying his candidacy was a stunt and the Greens were treating voters with contempt.

The people of Higgins should vote for someone who lived in the electorate and knew
the local issues, he said.

But the former treasurer also acknowledged the disarray in the Liberal Party over the
past few weeks would be felt at the ballot box.

"It was a tough week in Canberra last week, there's no doubt about that. Some people
will take that into account but I actually think more people will take this into account:
one, Labor didn't run; two, the Greens didn't put up a local candidate ... they blew someone
in from the ACT who knows nothing about Higgins."

Mr Costello declined a how-to-vote card from the Australian Sex Party as he arrived
at the polling booth, in Melbourne's leafy southeast.

Asked what it felt like not to be voting for himself, he quipped: "When I voted for
myself I was always confident I was voting for the best candidate. Now that I'm voting
for Kelly I'm confident I'm voting for somebody even better."

FED: No heads will roll despite Haneef bungles at highest level

FED: No heads will roll despite Haneef bungles at highest level

By Doug Conway, Senior Correspondent

SYDNEY, Dec 23 AAP - No heads will roll over the bungled Haneef affair despite a judicial
inquiry which identified mistakes at the highest levels of government and policing.

Federal Attorney-General Robert McClelland said no action would be taken against Australian
Federal Police (AFP) Commissioner Mick Keelty or the heads of any other agencies including
ASIO, the Queensland Police and the public prosecutor's office.

However, the AFP will be made to answer directly to parliament through a joint committee
announced in a separate review of national security legislation.

A report by retired NSW Supreme Court judge John Clarke found Indian-born doctor Mohamed
Haneef was wrongly charged and detained for a month in Brisbane last year over suspected
links to terrorist acts in the UK.

It also found the cancellation of his visa and his deportation should have been deferred.

"Significant errors were made at multiple levels," Mr McClelland said in Sydney on Tuesday.

"Mistakes were made from officer level to the highest level.

"At the end of the day, political leaders and agency heads must accept responsibility
for errors that occurred on their watch.

"But we (the Rudd government) have full confidence in all agency heads."

Dr Haneef said the report showed he was "totally innocent" of all allegations against
him, but said it was not in his nature to bear a grudge.

Speaking by phone from the United Arab Emirates, where he now works, he said his reputation
had been damaged, and an apology from the government and AFP would be "very handy".

But Mr McClelland said that issue should be addressed to members of the former Howard
government who were in power at the time.

He said it was "no secret" Dr Haneef's lawyers intended to pursue compensation, and
the government would await any approach.

The attorney-general said errors of judgment were made in the botched $8 million police
investigation, inadequate procedures were followed and there was a lack of direction from
the leadership of several agencies at the time.

Asked whether the public could maintain confidence in its security authorities without
change at the top, Mr McClelland said the inquiry was not established as a "witch hunt".

The Clarke report was critical of former immigration minister Kevin Andrews, though
it found no evidence of conspiracy or improper purpose.

It described as "mystifying" the timing of his cancellation of Dr Haneef's visa immediately
after he was granted bail on July 16 last year on a charge of recklessly supporting a
terrorist organisation.

The charge was later withdrawn for lack of evidence.

The report also said Mr Andrews "did not reflect deeply" on the detail of AFP information
in a "rambling" brief he had been given, nor did he analyse the conflict between that
and ASIO information.

Mr Andrews said the inquiry was a waste of $4 million despite it vindicating him.

"For the past 18 months, Dr Haneef's lawyers and some other commentators have suggested
that in cancelling the temporary work visa of Dr Haneef I had acted improperly as part
of a government conspiracy to detain him," Mr Andrews said in a statement.

"These suggestions have been categorically rejected by the Clarke inquiry.

"The Australian people expected me to act (regarding Dr Haneef). I had the courage to do so."

The AFP accepted the findings, but said its actions were undertaken in good faith.

The inquiry had found no evidence of corruption or politicisation of the AFP, or of
any mistreatment of Dr Haneef by federal police.

The AFP said it was now working more closely with partner agencies and sharing information
in a better way.

Mr Clarke found no evidence Dr Haneef had any foreknowledge of failed car bomb attacks
in London and Glasgow in June 2007 which resulted in the death of his second cousin, Kafeel
Ahmed, and led to a 32-year jail term this week for Iraqi doctor Bilal Abdullah.

But, he said, the investigation was coloured by the perception Dr Haneef was fleeing
Australia when he tried to fly to Bangalore, India, on July 2 to seek support from his
family.

AFP Commander Ramzi Jabbour had become suspicious about Dr Haneef and "lost objectivity",
Mr Clarke said.

Though a dedicated and capable officer, he was "unable to see that the evidence he
regarded as highly incriminating in fact amounted to very little".

The only thing Dr Haneef was known to have done was to give a mobile phone SIM card
registered in his name to a cousin 12 months before the UK terrorist attacks.

WA: Federal science minister throws support behind $2b telescope

PERTH, April 9 AAP - Leading international astronomers and scientists have gathered
in Perth for a forum as Western Australia strives to attract a $2 billion radio telescope
site.

WA is one of two sites short-listed after a global search for a site to build the world's
biggest radio telescope - the Square Kilometre Array or SKA.

South Africa is also vying for the contract, to be decided this year, that would put
the host nation at the forefront of global radio astronomy.

The SKA would be up to 50 times more sensitive than the most advanced present-day telescopes,
which would give astronomers a remarkable insight into the formation of the universe and
address some of the most fundamental unanswered questions in physics and astronomy.

Proponents of the telescope have gathered in Perth where an international SKA forum
was opened today.

Federal Innovation, Industry, Science and Research Minister Kim Carr said the SKA project
would provide a significant boost to innovation across Australia.

"It will intensify international collaboration and create high-skill, high-wage jobs
for half a century," Senator Carr said.

WA Premier Alan Carpenter said the WA government was committed to hosting the SKA and
has committed $29.3 million for radio astronomy developments in the state.

The federal government has provided $118.5 million to help meet some of the key technology
and engineering requirements of the SKA.

Australian Manufacturing Workers Union (AMWU) acting Victorian secretary Steve Dargavel

business more attractive to potential buyers.

"We're fairly confident that given these extra measures, we're confident the company

Mr Dargavel said Ford and Delphi had also agreed to fund a legal pursuit of Coghlan

Mr Slattery said he was unaware if the car manufacturers had made such a commitment.

An investigation would be undertaken in a "timely and professional manner", rather

California Utility Regulators To Consider Blackout Exemptions for Businesses.

By Dana Hull, San Jose Mercury News, Calif. Knight Ridder/Tribune Business News

May 22--State utilities regulators announced Monday that they will exempt individual businesses from rolling blackouts this summer if they can prove the outages would present "a significant danger to public health and safety."

Hundreds of nursing homes, organ donor labs, outpatient health clinics, and water and sewer agencies are expected to apply by the June 1 deadline. A consulting firm will then rank them, and the Public Utilities Commission plans to compile an expanded list of "essential customers" by Aug. 2.

"We can only accept a limited number of requests," said Commissioner Carl Wood during a morning press conference in Los Angeles. "This is not a lottery. This is a serious exercise aimed at protecting the well-being of people in California."

Although blackouts are certain to be needed before August, the utilities commission does not expect to be able to finish its review of the applications until then.

Who should be exempted from rolling blackouts has been the subject of fierce debate as the summer approaches. Although hospitals, fire and police stations, and military bases are already on the list of "essential customers," many other facilities are not. Some are simultaneously bracing for blackouts while lobbying the utilities commission for exemptions.

The San Francisco VA Medical Center sees nearly 200 patients a day at its 13th & Mission Clinic. The clinic has had one blackout so far.

"It really interfered with all of the computers and the clerical work, and our patient load got backed up," said David Porter, a clinic administrator. "We'll certainly discuss applying for an exemption."

Wood said the number of customers who can be exempted from blackouts is limited, but declined to say how many businesses would be added to the "essential customers" list. The state's fragile electric grid needs to maintain a pool of customers that it can black out during the electricity shortages that are expected to be commonplace this summer.

The utilities commission has been under intense political pressure from large business customers in Silicon Valley, as well as baseball stadiums and amusement parks, for exemptions. But claims of economic harm or inconvenience will not be considered.

"We have to rank the applications in terms of importance," said Wood. "The possibility of total system collapse is not a viable alternative."

IF YOU'RE INTERESTED: Business applicants who are customers of Pacific Gas & Electric, Southern California Edison and San Diego Gas and Electric can complete an electronic form on the utility commission's Web site at http://www.rotating-outages.com. Applicants without Internet access should call the toll-free information line at (888) 741-1106.

Boulder Trials No Tech Lab.

Don't expect a chemical reaction when AT&T Broadband throws together 10 Internet Service Providers in a Boulder, Colo., "open access" test this November.

Technologically speaking, the trial will be more about marketing issues, says Milo Medin, SVP/CTO of Excite@Home, the lead test ISP.

"It's interesting, and I think we should do it because it's helpful to understand where the market is going from a wholesale perspective, but in terms of splitting atoms, there's nothing prohibitive to do this," Medin says.

AT&T invited AOL, Dell.net, Denver News, Juno, MSN, RMI.net, WorldNet and Yahoo! to join its primary high-speed broadband ISP, Excite@Home, in sharing a broadband network. The trial, expected to run six months, is to "get 500 live users in a neat community, like Boulder ... and bring us and the ISPs together and learn together," says AT&T Broadband's president/CEO Dan Somers.

It's a noble cause that should answer a few questions, agrees Medin.

"There is no standard way of doing multiple ISPs on a cable system. Nobody does that in production effectively today," he says.

There are questions about the architecture and how ISPs effectively share bandwidth.

"A shared network is complicated," he says. "At least it's complicated if you don't want to be inherently inefficient."

Medin backs cable's hybrid fiber/coax (HFC) architecture but notes, "I don't think we have agreement yet in terms of the system architecture that all the industry is going to use for this."

Excite@Home, he says, pretty much has all its ducks in a row, including headend and consumer premises equipment. That, though, means little when it comes to the Boulder trial.

"We're not putting our production users through the same systems," he points out. "It's only an experiment with a limited set of users. There are no operational procedures to this thing."

There are, he admits, some issues that Excite@Home, as the trial's technology partner, will have to work out.

"The real complexity is in how you troubleshoot, how you provision and how you manage bandwidth," he says. "A lot of those things are going to be simplified or not addressed at all as part of the test. Part of the goal here is finding out what the future customers are going to want, and then we'll take that into account as we build products."

Working with other ISPs, Medin notes, is not an alien concept for Excite@Home.

"We have a network that interconnects all these systems, and we have a very good wholesale business on the commercial side," he says. "We're interested in trying to figure out what it is that ISP customers want because we think we're in a great place to offer them a lot of services."

Youku Premium Officially Launches Deal With Warner Bros.

200,000 Transactions Since Beta Launch

BEIJING, June 28, 2011 /PRNewswire-Asia/ -- Youku.com, Inc. (NYSE: YOKU), China's leading Internet television company, officially launched its Youku Premium paid content platform today after signing a digital distribution agreement with CAV Warner Home Entertainment Co., Ltd., Warner Bros. Home Entertainment Group's joint venture in China. Under the terms of the three-year agreement, Youku will add a total of 400 to 450 Warner Bros. New Releases and Catalog titles to its Youku Premium content library.

Youku Premium launched in beta in October 2010. Since then, the service has processed 200,000 paid transactions for its library of more than 300 movies and 3,880 educational programs.

Warner Bros. was one of the first major international studios to tap the potential of China's growing premium online video market. The studio first worked with Youku earlier this year for the launch of the film Inception on Youku Premium, then in beta. Youku Premium now also has Harry Potter and the Deathly Hallows: Part 1 on offer, and will add the conclusion of the series after its release later this year. Other popular titles, including the Lord of the Rings trilogy, are also available for premium online viewing.

"Over the past year," said Dele Liu, Youku's CFO, "we've seen Chinese Internet users become more sophisticated in terms of what they'll spend money on. People are increasingly willing to pay for high quality content, and we take the growth of Youku Premium as a sign that the market is improving for paid services."

"We spent the time when Youku Premium was in beta making sure that we had the technology to power the service," said Liu. "Now we're working to make sure that we've got the content that will set Youku Premium apart from the competition, and our new agreement with Warner Bros. is a major step in that direction."

After the success of Inception earlier this year, a number of Chinese filmmakers made their new releases, including box-office record-holder Let the Bullets Fly, available for paid viewing on Youku Premium.

WHITFIELD, UDALL INTRODUCE LEGISLATION TO END DOPING OF RACE HORSES.

WASHINGTON -- The following information was released by New Mexico Senator Tom Udall:

U.S. Rep. Ed Whitfield (R-KY-01) and U.S. Sen. Tom Udall (D-NM) today introduced the 'Interstate Horseracing Improvement Act of 2011,' to end the use of performance enhancing drugs in the sport of horseracing.

The industry's permissive medication rules have resulted in some unscrupulous trainers giving horses painkillers and other drugs to improve their chances of success without regard for health or safety. This can mean that horses run as fast as possible without feeling the pain that might otherwise provide warnings to prevent catastrophic injury to horse and jockey.

The Whitfield-Udall legislation, introduced today in both chambers, would improve the safety and integrity of the sport by amending the Interstate Horseracing Act of 1978, a federal law governing horseracing. Under the bill, race tracks that provide "simulcast" or Internet wagering must ban performance-enhancing drugs and test the winning horse plus one additional horse from each race. The legislation also would require stiff penalties for doping violations, including fines and a "three strikes you're out" rule.

"This weekend, the very best of horseracing will be on display at the Kentucky Derby. Yet, for too long, the safety of jockeys and equine athletes has been neglected for the pursuit of racing profits," Rep. Whitfield said. "The doping of injured horses and forcing them to compete is deplorable and must be stopped. Despite repeated promises from the racing industry to end this practice, meaningful action and oversight has yet to come forth. This legislation will bring much-needed reforms to an industry that supports thousands of jobs and is enjoyed by spectators nationwide."

"Chemical warfare is rampant on American racetracks, and unlike other countries, our law does not reject this unscrupulous practice. A racehorse has no choice when it comes to using performance-enhancing drugs, but this legislation takes away that option from those who would subject these magnificent animals to such abuse for gambling profit. Those involved in horseracing will have to play by the rules or face getting kicked out of the sport," Sen. Udall said.

Horseracing was once the number one spectator sport in the country and still supports nearly 400,000 jobs domestically. Yet it has seen a decades-long decline in popularity since the introduction of permissive medication rules. The Interstate Horseracing Improvement Act is the first Congressional attempt to ban doping in horseracing since similar legislation was considered in the 1980s.

Unlike other countries, racing jurisdictions in the United States allow horses to be medicated on race day. And there are numerous examples of trainers who have violated medication rules multiple times, seemingly with impunity. A recent Racing Commissioners International letter notes that one trainer has been sanctioned at least 64 times in nine different states for various rule violations, including numerous violations of drug rules. According to the New York Times, only two of the top 20 trainers in the United States (by purses won) have never been cited for a medication violation.

Rep. Whitfield and Sen. Udall serve on the House and Senate committees with jurisdiction over the Interstate Horseracing Act. Whitfield is a member of the House Energy and Commerce Committee, and Udall is a member of the Senate Commerce Committee.

Zeebo Unveils 3G Wireless Videogame Console for the Next Billion.

SAN FRANCISCO, March 23 /PRNewswire/ -- Zeebo Inc. announced today that its new wireless videogame console will begin shipping in Brazil through targeted retail distribution next month. Zeebo is the first affordable 3D game console designed specifically for emerging global markets. The console features secure 3G wireless game delivery and addresses the special requirements of these regions, where the current generation videogame consoles and content is expensive for the middle class, content is not culturally or locally relevant, and software piracy makes these markets unattractive for content providers. The Zeebo system ships with four pre-embedded games and provides users the ability to download a fifth title for free. It carries a suggested retail price of USD $199 in Brazil - nearly one-fifth the price of mainstream leading consoles. In other international markets, Zeebo is expected to retail for less than USD $179 this year and well below USD $149 in volume next year.

"The Zeebo console will deliver a truly engaging and entertaining gaming experience to a potential billion new consumers around the world, many of whom have never experienced gaming in the home," said John F. Rizzo, CEO, Zeebo. "The system provides an intuitive, quick, and easy-to-use home shopping user experience featuring popular, culturally optimized content from leading game publishers and developers around the world. It also delivers high value and warranty protection compared to gray-market products with no need for a separate wireless access plan."

"Zeebo is bringing an innovative console and distribution model to untapped consumer markets with significant potential," said Michael Pachter, director of Research, Wedbush Morgan Securities. "Zeebo provides a solution for a difficult emerging market problem by combining 3G wireless technology with compelling content and a secure business model that addresses the challenges presented by piracy and price sensitivity."

Leading game publishers and developers, including Capcom, Com2uS, Digital Chocolate, EA Mobile, Gameloft, Glu, Id Software, Machineworks Northwest LLC, Namco Networks and THQ, are porting a wide array of console, PC, dedicated handheld and high-end mobile titles to the Zeebo platform.

The Zeebo console enables the secure purchase and delivery of content, as well as user interface system updates through an over-the-air automatic connection to the ZeeboNet Wireless Network using 3G broadband wireless cellular service. Connection to ZeeboNet is completely transparent to the end user with no wireless service plan required. In the future, the Zeebo system will also enable consumers previously unable to access the Internet, or limited to slow, expensive dial-up services, to connect PCs or netbooks to high-speed broadband wireless service by using the ZeeboNet Wireless Network.

"The launch of a new console platform like the Zeebo is an important milestone for the entertainment industry - gaming companies and beyond - as it provides a direct entry point to deliver branded content into a potential billion homes in emerging markets," said Kathy Vrabeck, a veteran in the videogame industry who has held executive leadership roles with top publishers including Activision and EA. "Zeebo demonstrates the innovation required for a digital direct-to-consumer channel to expose a whole new set of consumers around the world to exciting new forms of content."

The Zeebo system is based on Qualcomm's MSM chipset and BREW solution, together with a custom user interface design, a back-end billing system, and a wireless distribution mechanism for advertisements and messages which appear throughout ZeeboNet. In addition to enabling secure mobile digital content delivery and monetization, the BREW solution provides a proven development and content monetization ecosystem for publishers and developers to port their titles to the Zeebo console.

"We've had a vision for a wireless videogame console targeted at the special economic and culturally relevant content needs in emerging markets for several years and we're excited to see Zeebo embark on this ambitious new venture," said Mike Yuen, senior director of games and services, Qualcomm. "Qualcomm has had a long history of enabling our partners with disruptive wireless technologies and services and we look forward to continuing our support of Zeebo."

For more information on the Zeebo videogame console, please visit http://www.zeeboinc.com/.

Mike Yuen from Qualcomm and John F. Rizzo from Zeebo will present "4 - Gaming for the Next Billion," this morning at 10:30am PDT at Game Developers Conference Mobile in San Francisco in Moscone North, Room 134. On Tuesday, March 24 at 11:00am PDT, Rizzo will also participate on the panel, "How will startups and the industry giants wrestle over the future of games?" at the GamesBeat 2009 Conference at the Mission Bay Conference Center.

TV AND ONLINE ADVERTISING: Double the power of advertising.

Research appears to show that although TV and online advertising influence purchase and response in their own rights, they are much more influential when brands use them in tandem

Next year UK advertisers are expected to spend about #3.6bn on the internet, outstripping the #3.4bn forecast to be spent on TV advertising, according to figures out this week from WPP-owned GroupM.

The internet, dominated by search revenues, has also been making great strides in classified and display. Indeed, within display increasing amounts are being spent within TV broadcasters' online propositions, such as pre and post-rolls and sponsored segments.

And, according to joint research unveiled by industry bodies Thinkbox and the Interactive Advertising Bureau (IAB) this month, those who focus on the "competition" between the media, rather than their complementary elements, could be missing a trick.

Using both TV and online advertising delivers an increase of up to 50% in positive brand perception and an increase of more than 50% in the likelihood of purchase. The study conducted by Q Media Research shows how using the two most powerful digital media together is significantly more effective for advertisers than using either in isolation.

The findings also reinforce the need to ensure creative synergy between TV and online advertising and have identified best practice for better effectiveness, which requires more than putting TV ads online.

The study marks the first time that the effectiveness of using TV and online in tandem has been examined in depth. The research sample was focused specifically on "digital consumers" - people who own a digital TV and use broadband internet, and are medium to heavy users of each. As a result of the study focusing on the most tech-savvy of the UK population - around 25% of its total - the results aim to provide an indication of how future media consumption and consumer behaviour may develop, rather than what is currently mainstream behaviour.

In terms of their precise media use, 64% of the sample said they sometimes watch TV while using the internet, and 48% stated they did this most days - enabling instant online response to TV ads.

The research comprised quantitative and qualitative stages to gain a holistic view of how both media work together in UK marketing campaigns. The quantitative stage used a demographically representative online sample of 3,000 respondents with digital TV and broadband internet access to gauge the effectiveness of TV and internet advertising combined and how this can be exploited by advertisers to greater effect.

The qualitative element of the research featured engagement diaries in ten households, an online discussion forum and in-home observation of how people use and engage with TV and online in a natural context. The research featured advertising from automotive, packaged goods and finance brand categories.

TV and online advertising have a clear influence on purchase and response in their own rights but are much more influential when advertisers exploit their individual strengths together.

The research found that TV is stronger at telling people about a new brand they haven't heard of before (74%), sparking interest in a brand (74%), providing new information about a brand people are already aware of (72%) and persuading people to try a brand or product (59%). Online advertising can also have these effects but performs relatively better at helping people decide which brands are relevant (50%), causing a re- evaluation of a brand (41%) and giving enough information to make a purchase decision (41%).

The findings demonstrated that people have different motivations for watching TV and using the internet. Although there are overlaps in reasons for use, the internet is accessed primarily for finding information (75%) and communication (66%), while TV is mainly used for entertainment (80%) and relaxation (73%).

That said, the internet is increasingly becoming a destination for entertainment and relaxation with 56% of respondents saying that they sometimes use it for both of these reasons, most likely fuelled by faster, more reliable broadband and the increasing popularity of watching TV online. The internet becomes a destination for entertainment and relaxation particularly when it is used while watching TV.

The study showed how online is enabling people to watch more of the TV they enjoy. Two-thirds of those who took part in the research have watched television via online providers, primarily from TV broadcasters' websites. The main reason for watching TV online is to catch up with broadcast TV programmes that have been missed (58%). It is clear that online TV is mainly a back-up to the broadcast schedule and the research showed no signs of the cannibalisation of broadcast TV that some have assumed; online use is not displacing TV viewing.

Other reasons for watching TV online include catching up on missed series (28%), watching previews or trailers (25%), catching up on programmes that have been recommended (23%) and watching highlights of a programme (21%).

The research illustrated the immediate take-up of broadcaster on-demand sites as well as high levels of experience of pre-roll advertising Interestingly, however, respondents were four times more likely to think of pre-roll ads as "TV advertising" rather than "online advertising".

Importantly, it also found that consumers are now much more aware of the existence and role of TV and online advertising and what they can do with it for themselves. It was clear from the findings that they appreciate the complete package that TV and online, when used together, offers them. Good news for advertisers concerned with any supposed anti- advertising sentiment.

The Thinkbox/IAB research helps advertisers recognise and understand the greater impact they can have if they use both TV and online together. The whole is greater than the sum of the parts. TV benefits from the way online offers a means of expressing and exploiting the desires and motivation TV creates. In all the categories that were tested, the results were very positive for both "soft" brand measures and "hard" purchase intent scores.

David Brennan, Thinkbox research and strategy director, and Sorcha Proctor, IAB research manager, contributed to this week's Trends Insight
